Local apresenta pontos críticos, o que impede o uso público do espaço como lazer por turistas e moradores da cidade
Conhecida por seus encantos, a orla de Fortaleza, do Aterrinho ao Mercado dos Peixes, na Beira-Mar, também tem seus problemas. Tanto para os moradores da Capital como para os turistas, caminhar nesse trecho e apreciar a beleza da paisagem nem sempre é algo fácil ou possível. Usado pelos coopistas, ciclistas, skatistas, ambulantes, patinadores, por crianças e adolescentes praticantes de futebol, o calçadão apresenta ocupação desordenada do espaço público.
Principalmente nos fins de semana, quando cresce o fluxo de pessoas, torna-se mais visível a disputa por áreas na Beira-Mar. Apesar da placa da Prefeitura com os dizeres "Impróprio para patins, skates e afins", afixada na calçada, perto do cruzamento com a rua João Cordeiro, ontem, jovens trafegavam de patins, skates e bicicletas. O mesmo se repetiu em outros pontos.
Ontem, praticamente em toda extensão da Beira-Mar, as bicicletas tomavam espaço de crianças, jovens e adultos que passeavam na hora do por do sol. Ao usarem o calçadão, os ciclistas colocavam em risco a segurança dos passantes, sobretudo quando desciam para o asfalto e trafegavam na contramão. Fato que ocorreu com a dona de casa Maria Almeida, que, por pouco, não foi atropelada por uma ciclista.
Futebol
Riscos foram verificados, também, para quem conversava descontraidamente na Feirinha do Náutico. No local, cerca de oito garotos jogavam futebol, na área do calçadão perto da Avenida Desembargador Moreira. Um senhor foi atingido pela bola no rosto. Revoltado, ele discutiu com os garotos e chegou a ameaçar de não mais devolver a bola.
Um fiscal do comércio ambulante, que pediu para não ser identificado, admitiu ser irregular o uso daquela área pública para a prática de futebol. "Não é permitido, justamente porque pode machucar outras pessoas", disse ele, emendando: "eu já ia mesmo mandar parar".
Já no Aterrinho, próximo do cruzamento com a Ildefonso Albano, com a Rui Barbosa, com a Frei Mansueto ou na Feirinha do Náutico, os ambulantes comercializam água, coco, milho e outros produtos. "Constantemente, a gente informa que isso não é permitido, mas eles retornam. Em média, pelo menos a cada semana, acontece apreensão de mercadorias", afirmou o fiscal da Prefeitura.
A orla registra, ainda, uma outra presença pouco desejável, pelo menos, para os motorista: a dos flanelinhas. Para o turista Carlos Gurgel, de Macapá, os flanelinhas "estão privatizando um espaço que não é deles e explorando os motoristas em praticamente todas as capitais do País".
Segurança é outro ponto crítico da Avenida Beira-Mar. A professora universitária Silva Barbosa diz já ter visto mais de um assalto no calçadão e não verificou a presença de policiais no momento das agressões. "Era pra ter mais policiamento".
Ontem, além de viatura, quatro policiais do Batalhão de Policiamento Turístico (Bptur) estavam a postos na altura do Náutico. O cabo Aurélio Lima lembrou que na Beira-Mar a ocorrência mais comum é assalto a joias dos turistas. Contudo, garantiu que a área "sempre conta com policiamento reforçado".
Ao ser procurada pela reportagem, a Secretaria Executiva Regional II (SER II) explicou que os ambulantes ficam fixos no calçadão, organizados em grupos. "Eles não ficam se movimentando e, quando isso ocorre, são flagrados pela fiscalização que está na Beira-Mar e na Praia de Iracema, em três turnos e têm de retornar ao local determinado", justificou, através da assessoria de comunicação. Adiantou que, após o Projeto de Reordenamento Urbanístico e Paisagístico da Beira-Mar, haverá espaços próprios para cada tipo de prática esportiva e de lazer.
Sobre a presença de ciclistas na orla, a Autarquia Municipal de Trânsito, Serviços Públicos e de Cidadania de Fortaleza (AMC) cita que o artigo 255 do Código de Trânsito Brasileiro proíbe conduzir bicicleta em passeio onde não seja permitida a circulação deste transporte, como é o caso do calçadão. "Os agentes de trânsito trabalham no sentido de reforçar a sinalização existente nas placas e orientam os ciclistas a descerem do passeio ou da bicicleta, pois empurrando o equipamento passam ser tratado como pedestres", diz a nota da assessoria.

Risks were checked also for those who chatted casually on the Nautical Feirinha. At the site, about eight boys were playing football in the boardwalk area near Avenida Judge Moreira. A tax street vendors, who asked not to be identified, admitted to being irregular use of that public area for soccer practice. "Not allowed, precisely because it can hurt other people," he said, mending: "I would even tell you to stop."
Already in Aterrinho, near the intersection with Ildefonso Albano, with Rui Barbosa, with Frei Mansueto or Feirinha the Nautical, street vendors sell water, coconut, corn and other products.
