Insatisfeitos com a Prefeitura, servidores do IJF podem instaurar greve geral

Dando continuidade aos protestos por melhorias salariais e melhores condições de trabalho, servidores de nível superior do Instituto Dr. José Frota (IJF), no Centro da cidade, realizaram, na manhã de ontem, a paralisação dos atendimentos por duas horas. O clima é de insatisfação com a Prefeitura Municipal de Fortaleza, e a categoria ameaça instaurar greve geral caso não haja avanço nas negociações.

O grupo, formado por enfermeiros, fisioterapeutas, farmacêuticos, nutricionistas, terapeutas ocupacionais, assistentes sociais e psicólogos, entre outros, e representados pela Comissão de Nível Superior do IJF (Conisupi), se aglomerou na entrada do hospital e reivindicou a revisão da gratificação específica em cima do salário-base, que atualmente é de 20%. A exigência é que esse valor seja de 80%. Os profissionais pedem também a criação de uma comissão voluntária com o objetivo de ajudar a melhorar o trabalho da gestão, proporcionando um melhor atendimento à população, sem que seja necessário o aumento dos custos adicionais.

Os membros da Comissão se dizem prejudicados com a distinção do Plano de Cargos, Carreiras e Salários (PCCS) dos médicos e demais profissionais de saúde com nível superior. “A Prefeitura criou um plano exclusivo para os médicos. Isso não existe”, reclama o fisioterapeuta Marcos Aurélio Rocha.

Rocha afirma que o hospital necessita de melhores condições de trabalho, além de atuar acima da capacidade. Segundo ele, o Ministério da Saúde recomenda que uma unidade de urgência e emergência trabalhe com 80 % de sua taxa de ocupação de leitos, considerada a ideal, e que o IJF trabalha, hoje, com números próximos aos 95%, considerada “saturada” ou “de risco”. Ainda conforme o fisioterapeuta, a unidade de saúde conta, no momento, com 423 servidores submetidos a essas condições, que se revezam em turnos diurnos e noturnos, com 60 servidores em cada plantão diário.

Conforme a assistente social Fátima Martins, a situação atual é caótica, uma vez que a demanda ultrapassa todas as limitações. “Precisamos que a prefeita veja com bons olhos a situação do hospital”, diz. Para a enfermeira Nazaré Bosque, o problema decorre da falta de reconhecimento por parte da Prefeitura. “Nós somos profissionais que estudamos muito, e dentro da estrutura que é oferecida pelo IJF, não estamos sendo valorizados”, lamenta.

Aurélio Rocha esclarece que, embora a adesão às paralisações estejam sendo de forma maciça, a população não está sendo prejudicada com o movimento. ” Os atendimentos de urgência e emergência continuam 100% preservados”, afirma.

Greve geral

As paralisações dos servidores de nível superior do IJF tiveram início na última sexta-feira e se estenderam durante o fim de semana. Segundo o grupo, as negociações já ocorrem há três meses, porém, sem nenhum resultado concreto. A Conisupi afirma que o movimento passará a realizar paradas diárias de três horas, e uma greve geral poderá ser deflagrada, caso a Prefeitura não negocie de forma objetiva.

De acordo com a Secretaria de Administração do Município (SAM), a Prefeitura está concentrando os esforços para se chegar a um entendimento com a categoria. Entre as propostas apresentadas até o momento estão a antecipação da data-base para janeiro, e o reajuste salarial, com variação de 4,13% a 15,35%, a partir de janeiro.

"We are professionals who study a lot, and within the structure that is offered by the IJF, we are not being valued," he laments.

Aurelio Rocha explains that, although adherence to the outages are being so massive, the population is not being harmed by the movement. "The urgent and emergency care are still 100% preserved," he says.

General strike

The downtime of the servers top level of the IJF began last Friday and spread during the weekend. The group said negotiations already underway for three months, but without any concrete results. The Conisupi says the move will make daily stops for three hours, and a general strike could be triggered if the City does not negotiate objectively.

According to the Department of Municipal Administration (SAM), the City is focusing its efforts to reach an understanding with the category. Among the proposals made so far are the anticipation of the base date for January, and wage increases, ranging from 4.13% to 15.35% from January.
