Moradores do entorno do Riacho Maceió tem que conviver com lixo e mau cheiro por falta de fiscalização e limpeza no local

O problema não é inédito, tendo inclusive já sido abordado pelo Diário do Nordeste. A situação antes constatada permanece no entorno do Riacho Maceió, localizado entre os bairros Varjota e Mucuripe. Moradores próximos reclamam, sobretudo, da poluição gerada pelo acúmulo de lixo. Sacolas plásticas, papelão, tecidos, tijolos, restos de papel e galhos de árvores estão entre as principais sujeiras.

A dona de casa Maria Erandir Rodrigues, 52, morou a vida inteira perto do local, no trecho próximo à Avenida Beira-Mar, e acompanhou muitas mudanças ao longo do tempo. Segundo ela, houve uma época em que a água era limpa. A dona de casa conta que só vê limpeza das margens do canal nos períodos próximos à estação da chuva. No entanto, ela admite que esse problema ocorre devido à falta de consciência da população. “Já vi muita gente despejando lixo”, garante.

Outro problema observado é a ocupação irregular da área. As margens do riacho, no trecho próximo à Rua João Arruda, são ocupadas pela Comunidade do Saporé. Segundo o porteiro Clodoaldo Silva, 46, quando chove, é comum ocorrer enchentes.

Nas confluências das ruas Aloísio Mamede e Dr. José Lino, um terreno à margem do riacho foi cercado por um muro de alvenaria. Não há informações no local e, em seu interior, há vários containers e caminhões. Quem frequenta a localidade não sabe do que se trata.

O Decreto Municipal 12.450, de 2008, proíbe construções nas Áreas de Preservação Permanente (APP). Segundo o chefe da equipe de controle ambiental da Secretaria do Meio Ambiente e Controle Urbano (Semam), André Arrais, o órgão não está ciente do fato, mas vai averiguar. Conforme ele, mesmo sendo um terreno privado, o muro deve ser feito com cerca viva, utilizando vegetações específicas. “Se comprovada a irregularidade, o proprietário será autuado e o muro demolido”, explica.

Sobre o Riacho Maceió, a Secretaria Executiva Regional II (SER II), informou que, em 2011, foi realizado o aprofundamento do canal como preparação para a quadra invernosa e que a limpeza manual acontece a cada dois meses. A SER II acrescentou que o projeto de Urbanização do riacho para o trecho entre as Ruas Tavares Coutinho e Dr. José Lino está em licitação.

Com relação à ocupação irregular, a SER II ressaltou que 56 famílias foram cadastradas pela Fundação de Desenvolvimento Habitacional de Fortaleza (Habitafor), mas apenas 12 aceitaram, estando estas inseridas no programa do Município para o recebimento de casas populares.
