Os carros fumacê em todos os bairros da Capital são uma das ações que o Estado está tomando contra a dengue
O Ministério Público Estadual (MPE) realizou uma audiência ontem para cobrar do Estado e do Município um relatório sobre providências tomadas para amenizar a epidemia de dengue que faz de Fortaleza a segunda cidade no País com o maior número de casos notificados da doença (18.256). A principal cobrança foi referente ao número de médicos nos postos de saúde que, de acordo com a promotora Isabel Porto, é a maior reclamação ouvida pelo MPE.
Foi dado um prazo de cinco dias para que o Estado e o Município apresentem as escalas dos médicos que atuam nas 17 unidades básicas de saúde. Delimitando os clínicos que atendem no horário normal e os que trabalham no horário ampliado no combate especifico à dengue.
O déficit de médicos é confirmado pela coordenadora de assistência básica da Secretaria Municipal da Saúde (SMS), Lídia Dias. “Deveria ter três clínicos em cada turno, mas quase sempre só tem dois”, lamenta, acrescentando que, para tentar resolver o problema, a Prefeitura aumentou a remuneração pelo plantão médico no terceiro turno, que passou de R$ 650 para R$ 800. “Com isso, estamos entrando em uma curva de estabilidade”.
Ainda assim, a dificuldade persiste, pois, segundo o gerente de célula epidemiológica da SMS, Antônio Lima, é complicado encontrar médicos. ”Nós estamos tentando. A secretaria já autorizou a contratação de pessoal em caráter emergencial”, afirma.
Mais cobranças
Na ocasião da audiência, o MPE recebeu ainda da Prefeitura e do Estado um plano de contingência para assistência à saúde nas redes de atenção primária e secundária, o número de casos confirmados da doença em Fortaleza e municípios e a listagem dos óbitos constando a idade, sexo e local da morte de cada paciente. Além disso, o Município deve apresentar as ações de vigilância sanitária desenvolvidas pelas Secretarias Executivas Regionais (SERs) em 2011 e 2012.
Para o coordenador de Promoção e Proteção à Saúde da Secretaria da Saúde do Estado (Sesa), o Governo tem feito a sua parte no que se refere ao plano de contingência. “Estamos entrando em 100% dos bairros com os fumacês. Além disso, já enquadramos as Unidades de Pronto Atendimento (UPAs) para a assistência a pacientes com dengue”.
Outra medida adotada pela Prefeitura foi a utilização de kombis para a remoção de pacientes com dengue dos postos de saúde para o hospital. “São nove veículos disponibilizados para dar mais segurança e conforto aos doentes”, conta Lídia Dias, ressaltando que agora os postos também podem contar com um novo serviço que garante a rapidez e a qualidade no atendimento. “Antes os exames de sangue eram feitos fora das unidades e os resultados demoravam pra chegar. Agora, não. O exame é feito no próprio posto”, ressalta.
Depois de analisar todas as informações colhidas na audiência, o MPE poderá até entrar com ação judicial contra o Estado e o Município caso os dados pesquisados não sejam satisfatórios.
