Entretida com o dramalhão da novela,
a garota nem percebeu a movimentação no cômodo ao lado. A vilã da
telinha estava prestes a ser presa; a de dentro de casa, na iminência de
escapulir. Foi preciso chegar o intervalo comercial para a jovem buscar
um copo d’água na cozinha e notar, de relance, a silhueta de alguém
revirando gavetas. Duas já estavam sobre a cama. Sem nada.
A
adolescente mexeu no interruptor, constatou a estranha e gritou. Foi o
tempo de a mulher catar a sacola com o apurado e saltar janela e muro
para sumir nas ruas do Henrique Jorge. “Ela levou joias e dinheiro”,
resume a moradora do bairro com o sexto maior índice de roubos a
residência em Fortaleza no primeiro quadrimestre de 2012.
Foram
11 casos, segundo relatório produzido pela Secretaria da Segurança
Pública e Defesa Social (SSPDS) do Ceará exclusivamente para O POVO.

Fortaleza
teve 34% mais ocorrências do tipo de janeiro a abril deste ano (399
casos) do que no mesmo período do ano passado (297). A média, este ano, é
de 3,2 casas atacadas diariamente contra 2,4 do primeiro quadrimestre
de 2011.
No Ceará todo, a variação foi de 23% a mais de um
período para o outro. Saiu de 436 roubos de janeiro a abril do ano
passado para 537 no quadrimestre deste ano.
A Capital
concentra 74% dos casos em 2012. Eles estão espalhados por 89 bairros
(74% dos 119 oficiais considerados pela Prefeitura). Se analisadas as
estatísticas dos demais 14 municípios da Região Metropolitana, o total
salta para 91%.
O inchaço na estatística da Capital de um ano
para o outro é reflexo do crescimento acelerado da cidade. “Vamos ter
(ocorrências) em áreas de maior concentração de renda (zona Leste) e
também onde a classe média cresce (zona Oeste). A população reage
morando de forma condominial ou construindo muros altos. Mas muro alto é
garantia de insegurança e de reforço ao anonimato e à impessoalidade”,
diz o especialista em geografia urbana, professor José Borzacchiello da
Silva.
Segundo ele, a verticalização de residências por aqui
iniciou na década de 1990 e acentuou-se nos anos 2000 - justo quando os
índices de criminalidade começaram a recrudescer em todo o País. “Você
mora num condomínio de 20 andares e não conhece quem mora ao lado. Isso
faz com que tudo de estranho aterrorize as pessoas. É uma característica
da modernidade. E a tendência é agravar”.
Membro do
Observatório das Metrópoles, Borzacchiello avalia os avanços
tecnológicos dos últimos anos no setor de segurança patrimonial como
outro agravante. “Eles conduzem o cidadão ao isolamento. Estamos vivendo
um forte processo de desvalorização da rua como espaço de animação.
Isso é um perigo”, complementa.
O POVO tentou ouvir
representantes da SSPDS durante 12 dias. Contatos telefônicos foram
feitos e e-mails foram enviados às assessorias da pasta e da Polícia
Militar. Fontes até chegaram a ser indicadas, mas preferiram não
comentar os dados fornecidos pela própria secretaria nem dar dicas de
segurança aos leitores.

Medidas específicas por bairro precisam ser implementadas em parceria com as comunidades para os índices recuarem. Estudos bairro a bairro já foram feitos em Fortaleza e podem servir de base para o Governo, constitucionalmente responsável pela segurança pública.
