É
realmente louvável a iniciativa de requalificação urbana realizado no
belo e esquecido Litoral Oeste de Fortaleza. Batizado de Vila do Mar na
gestão da prefeita Luizianne Lins, o projeto foi iniciado pelo Governo
do Estado com o nome de Costa Oeste, com obras iniciadas em abril de
2002, no governo Lúcio Alcântara, e sucessivamente embargadas pelo
Ministério Público Federal (MPF).Quando a obra estiver concluída (só foi executada uma parte), a extensão, de aproximadamente 5,5 Km, irá da foz do Rio Ceará, na Barra do Ceará, onde foi iniciada, até o antigo Kartódromo, próximo à Escola de Aprendizes Marinheiros, na Avenida Presidente Castelo Branco (Leste-Oeste).
Aridez
Aproveito este espaço para fazer uma única ressalta – desconsiderando a falta de segurança relatada por algumas pessoas que já visitaram o Mirante Rosa dos Ventos, no Cristo Redentor – é a quase ausência de plantas e árvores. A sensação de aridez é grande.
Nos calçadões há poucos espaços destinados ao plantio e a ação, anunciada pela Secretaria Municipal de Meio Ambiente e Controle Urbano (Semam), de plantio de 400 mudas, parece irrisória considerando a extensão do local.
Ao realizar o plantio, conforme destacaram os próprios técnicos da Semam, é preciso considerar as condições ambientais do lugar, incluindo, além da alta refração dos raios solares, a forte ação dos ventos e da maresia, daí a necessidade da escolha cuidadosa de espécies e cuidado constante para que vinguem.
Para concluir, é bom lembrar que o processo de requalificação da malha viária de Fortaleza, por meio do Programa de Transporte Urbano de Fortaleza (Transfor), parece não estar atento à necessidade de ampliação da arborização da cidade para a garantia do conforto térmico, entre outros benefícios, pelo menos é o que se percebe na Avenida Pontes Vieira, onde boa parte do canteiro central está impermeabilizada, sendo mantida apenas as árvores pré-existentes.
Em tempo: para incentivar o plantio e manutenção responsável das nossas árvores urbanas foi lançada, neste ano, a “Campanha Plante uma Árvore. Semeie esta ideia”, do Grupo Edson Queiroz.
