Quanto mais nova é a criança, menos chance ela tem de conseguir vaga

O direito à Educação Infantil é da criança e da família e consta na legislação educacional vigente. Porém, hoje, pelo menos em Fortaleza, isso não é respeitado. A equipe de reportagem do Diário do Nordeste ligou, nesta última semana, para 68 creches municipais, e foram encontradas somente 30 novas vagas para crianças de 1 a 3 anos. Essas unidades educacionais correspondem a 50% das 139 existentes na Capital.
Pior do que a ausência de vagas foi perceber que a lista de espera - aquela que permite ao município saber qual a sua demanda reprimida - não está sendo respeitada. Isso porque, devido à grande procura, muitas já não estão mais anotando o nome das mães.
Em média, a lista de espera das creches pesquisadas, para idade de três anos, chega a 1.020 pessoas, porém, só existem vagas para 18. Em cada escola, a fila para essa faixa etária varia de dez a 18 pessoas.
Quanto menor a idade, menor a oferta e maior a lista de espera. Ou então, essa já nem é mais levada em conta, devido à grande quantidade de pessoas que nela estão. Para crianças de um ano, foi encontrada apenas uma vaga, já para dois anos, a oferta foi de 11 vagas.
“Já coloquei meu nome nessas listas duas vezes, tanto aqui no meu bairro quanto na Cidade 2000, onde trabalho, mas nunca fui obtive resposta, pois para ser chamada, é preciso que alguém desista”, conta a diarista Conceição Rocha.
Talvez por esse motivo que tantas mães se aglomerem de dois a quatro dias em frente às creches para garantir uma vaga no dia da matrícula. Muito embora, a Secretaria Municipal de Educação (SME) garanta que isso não seja necessário. Segundo a SME, para suprir a demanda, foram ofertadas 4.000 novas vagas para educação infantil, sendo 2.000 para creches. Além disso, a assessoria do órgão informou que quatro novas creches devem ser entregues até o fim do semestre.
A estimativa do órgão é que cada unidade receba cerca de 80 a 100 crianças. A pergunta que fica é se essas vagas irão suprir à demanda excedente que, até o momento, ninguém sabe ao certo qual é, mas que a Prefeitura garante que será atendida.
Compromisso
Diante dos fatos, a integrante da Comissão de Defesa pelo Direito da Educação, Maria de Jesus Ribeiro, pontuou que o poder público tem que se organizar, caso contrário, não terá como nem para onde mandar as crianças.
“Não se sabe da educação infantil em Fortaleza, a lista não está sendo feita, e o fato é que a população não está sendo atendida. A responsabilidade não é somente da creche, é da Regional, da SME e do Conselho Municipal de Educação de Fortaleza (CME), que tem a função de mobilizar, fiscalizar e exigir o bom funcionamento”, concluiu.
Maria de Jesus informou que, há um mês, a Comissão solicitou diversas informações à SME, tais como número de matrículas de 2012, demanda reprimida e para onde estava ocorrendo a transferências dessas crianças. No entanto, na ocasião, o titular da SME, Elmano de Freitas, informou que esses dados ainda não foram consolidados e, por isso, não era possível responder.
“O que é um absurdo, pois as matrículas ocorreram em fevereiro e, em maio, já começam as aulas”, atentou Maria de Jesus.
Sobre a situação, a presidente da Câmara de Educação Infantil, do Conselho Municipal de educação de Fortaleza, Sílvia Helena Viera Cruz, informou que vem acompanhando e discutindo as questões relativas tanto ao acesso quanto à qualidade da educação oferecida às crianças pelo poder público municipal.
Fora isso, explicou que o processo de acompanhamento do Plano Municipal de Fortaleza é uma forma de efetivar as suas funções avaliativa e fiscalizadora.
E que, nesse sentido, solicitou dados à SME acerca de vários aspectos deste Plano, inclusive sobre a Educação Infantil (uma das informações solicitadas é justamente a demanda excedente por Secretaria Executiva Regional (SER).
“Logo devemos realizar uma sessão com representantes desta Secretaria para debater e fazer encaminhamentos sobre os problemas detectados”, informou.
Ela acrescentou que concomitante a essa ação, a Câmara de Educação Infantil decidiu fazer um estudo acerca das condições de funcionamento das unidades educacionais que possuem turmas de creche e/ou pré-escolas.
“Certamente este estudo contribuirá bastante para o CME ter informações mais precisas tanto sobre os avanços como sobre os desafios da Educação Infantil na nossa cidade. Desta forma, terá elementos importantes para propor e cobrar medidas para superá-los”, pontuou.

She added that concurrent with this action, the Board of Early Childhood Education decided to make a study of the operating conditions of the educational units which have nursery classes and / or preschools.
